Utility Industry RF Safety Expert: Utilities need an opt-out strategy for customers who can’t tolerate a ‘smart’ meter on their house.

by K.T. Weaver, SkyVision Solutions

UTC RF Safety Title SlideSomeone sent me a link to a smart grid-related webinar video from 2012 where a utility industry RF safety expert made some surprising but yet rational statements on the need for ‘smart’ meter opt-out programs.

Klaus Bender is Senior Director of Engineering and Standards for the Utilities Telecom Council (UTC).  On April 9, 2012, he gave a presentation entitled, “Smart Meters and RF Safety.”  Most of the presentation dealt with summarizing the basis for the current RF exposure guidelines and that there is no “documentable proof” for an injury mechanism beyond “tissue heating and burns.”

‘Catastrophic’ Failures Expected with ‘Smart’ Meters

by K.T. Weaver, SkyVision Solutions

Catastrophic Meter Failure‘Smart’ Meters are expected to occasionally fail catastrophically while analog meters do not normally have that failure mode.  This was the information presented by an industry representative at a recent conference sponsored by the Edison Electric Institute (EEI).

Similar revelations have led this website to write articles such as:

Oral Arguments to be Heard this Week by Maine Supreme Court in Smart Meter Case

Court GavelNote:  This article has been updated with additional information based upon the oral arguments held 11/3/2015.  Refer to the end of the article for the updated content.

Oral arguments in an ongoing smart meter case will be heard on November 3, 2015, before the Maine Supreme Judicial Court.  The arguments are the result of an appeal to a December 2014, decision by the Maine Public Utility Commission (PUC) concluding that smart meters are ‘safe enough’ for the public, reflecting a lower standard than the Court or law allows.

GAO: Hacking ‘smart’ meters can disrupt the electricity grid and FERC not monitoring compliance with ‘voluntary’ standards

by K.T. Weaver, SkyVision Solutions

Cyber Attack Image with SMOn October 21, 2015, Gregory C. Wilshusen, U. S. Government Accountability Office (GAO), Director for Information Security Issues, presented Congressional testimony to the Subcommittees on Energy and Research and Technology, Committee on Science, Space, and Technology, House of Representatives.

The Energy Daily reported the energy industry headline for the GAO Congressional testimony as follows:

“Despite the known vulnerability of some advanced meters and other smart grid technology to hackers, the Federal Energy Regulatory Commission is not monitoring industry compliance with voluntary cybersecurity standards set for grid modernization.”

Congressional Testimony: ‘Smart’ meters have a life of 5 to 7 years.

by K.T. Weaver, SkyVision Solutions

Gaines Testimony Oct 2015Introduction

Testimony was provided last week (October 21, 2015) at a Congressional hearing regarding “cybersecurity for power systems.”  A surprising admission was provided by one of the expert witnesses that I will discuss here in this article.

Mr. Bennett Gaines testified on behalf of FirstEnergy Service Company.  He is a Senior Vice President and the Corporate Services and Chief Information Officer.

Do Not Trust ‘Smart’ Meters or the Utilities

Do not trust smart metersby K.T. Weaver, SkyVision Solutions

Why You Can’t Trust Smart Meters or the Utilities

The National Science Foundation (NSF) has issued a grant in excess of $266,000 USD to Syracuse University to determine if smart meters will be ‘trusted’ by consumers due to “challenges — notably privacy and security.”

On October 27th, the NSF published an article on its website entitled, “New electricity meters are smart — but are they trusted?

Are you ready to buy a self-sacrificing Autonomous Vehicle (AV)?

by K.T. Weaver, SkyVision Solutions

Self-Sacrificing VehiclesYour government and colluding corporations are moving full-speed ahead with promoting the development of Autonomous Vehicles (AVs) that would be enabled by vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) communications.

Some of the hype surrounding this technology-inspired initiative was recently highlighted at The Verge by stating:

“Behind self-driving, vehicle-to-vehicle (V2V), and vehicle-to-infrastructure (V2I) communication is one of the biggest sea changes in transportation technology on the horizon — it could have an enormous impact on driving safety, if it’s implemented quickly and correctly.  The concept is pretty simple: cars, signs, and traffic signals all communicate to one another over Wi-Fi-like airwaves, so that drivers (and automatic safety systems built into cars) have more information about the traffic and environment around them.”

‘Take your smart meters and shove’em’ Say Johannesburg Residents

Source for Article: Roodepoort Record

Residents in SA Complain about Smart MetersJohannesburg, South Africa — City Power might face a civil law suit as residents are sick and tired of so-called ‘smart’ meters, their defects and resulting billing issues.

A mob of infuriated residents had representatives from City Power cornered at a public meeting on smart meters last week.

“It would be to the benefit of us all if you take your smart meters and shove ’em,” an elderly resident said after reciting his complaint for the umpteenth time in front of the representatives.

Universal Deployment of Smart Meters May Be Unnecessary in New York to Support REV Mandates

New York REVby K.T. Weaver, SkyVision Solutions

Introduction

In June we reported that Smart Meters May Not Be Part of New York’s Electric Grid Vision and that:

“The groups that are party to New York’s Reforming the Energy Vision (REV) program are still deciding whether to adopt AMI as a part of the state’s distributed grid, with opposition spurred mainly by concerns about the costs.”

In August, a Working Group* of New York’s REV proceeding completed its final report.  This report provides additional clarity on whether smart meters are considered an essential technology platform for New York’s future energy vision.  In general, the broad-based deployment of smart meters is not considered necessary as part of existing REV mandates.

Smart Meters Not Necessary to Modernize the Electric Grid Says a Major U.S. Utility

by K.T. Weaver, SkyVision Solutions

Eversource Position on Smart MetersOn July 30, 2015, the New Hampshire Public Utilities Commission issued an ‘order of notice’ commencing an investigation into grid modernization in New Hampshire.  In response to that order, Eversource Energy (formerly known as Northeast Utilities) provided comments on September 17, 2015.  As stated by intelligentutility.com:

While smart meters or AMI meters are often equated with grid modernization, Eversource does not see them as necessary.  In fact, the company says that it has found customers are not very interested in moderating energy use based on time-varying or dynamic rates.”
