Maine PUC Examiners’ Report Fails to Resolve Smart Meter Health and Safety Concerns

The Examiners’ Report and the Legal Arguments

On March 26, 2014, three (3) hearing examiners for the state of Maine Public Utilities Commission (PUC) released a report (and Appendix) concluding that the installation and operation of … smart meters and related devices and systems are consistent with [the utility’s] statutory obligation to furnish … safe, reasonable, and adequate service.”  The report was issued in the form a draft Commission order.  Affected parties had until April 11 to file comments or exceptions to the report.

On April 11, 2014, Complainants filed comments and exceptions in opposition to the Maine PUC Examiners’ Report on smart meter safety.  The comments highlight the fact that the Maine Supreme Court in July 2012 ruled that:

“[N]owhere … did the Commission conclude that smart meter technology is not a credible threat to the health and safety of [Central Maine Power’s] CMP’s customers.” [emphasis added]

Canadian “Expert” Panel Presents Disappointing and Biased Review of Current RF Exposure Limits

An expert panel of the Royal Society of Canada (RSC) released a report on April 1, 2014, entitled “A Review of Safety Code 6 (2013): Health Canada’s Safety Limits for Exposure to Radiofrequency Fields.”  Although the report is comprehensive at 165 pages in length, it clearly presents a disappointing and biased account of the current state of science on RF exposure effects and what to do in response to those effects.

Maine Releases Seriously Flawed and Biased Report on Smart Meter Health and Safety Issues

U.S. Department of Interior Declares FCC Exposure Standards “Out of Date and Inapplicable”

The U. S. Department of Interior (DOI) has declared that exposure standards used by the Federal Communications Commission (FCC) are “out of date and inapplicable today.”

Cell Tower ClipartAfter reading the information provided in this blog article, maybe we can start a campaign to have some personnel transferred from the Department of Interior to the FCC.  The people at the DOI seem to have a better grasp on the hazards of radiofrequency (RF) radiation and might be more inclined to take measures to protect humans as well as fauna and flora.

What follows are excerpts from a letter dated February 7, 2014, from the United States Department of the Interior and addressed to the National Telecommunications and Information Administration of the United States Department of Commerce.  This letter highlights the Interior Department’s concern that cell tower RF radiation emissions have had negative impacts on the health of migratory birds, their offspring, and other wildlife species.

The Smart Meter Canard

The Promise of the Smart Grid vs. the Smart Meter Canard …

As stated by Timothy Schoechle, Ph.D. in a document released in late 2012:

Getting SmarterThe smart meter is a canard — story or a hoax based on specious and grandiose claims about energy benefits ostensibly derived from the promise of ‘two-way’ communication with the customer.  … These energy benefits have not been delivered, or have been only minimally delivered by the meter networks.”

The meter has come to symbolize a ‘bait-and-switch’ situation, mainly to the benefit the utility industry and its vendors as well as to politicians and bureaucrats.  In their present form, smart meters offer few or no benefits to consumers, but pose significant risks and costs to them and to society.”

Hawaii House Resolution Offered for Smart Meter Moratorium

Hawaii Smart MetersAs electric utilities in Hawaii continue to deploy smart meters across the islands of the nation’s 50th state, a legislative house resolution was introduced on March 7, 2014, “expressing support of an immediate moratorium on the installation and promotion of smart meters until they are proven safe to the public health and the environment, economy, and security of the state.”
