Frequency of Smart Meter Emissions Higher than Pepco Claims

According to the Pepco website:

“Pepco, a subsidiary of Pepco Holdings, Inc., delivers safe, reliable and affordable electric service to more than 793,000 customers in Maryland and the District of Columbia.”

Regarding smart meters, according to documentation on the Pepco website:

“Do smart meters emit radio frequency (RF) signals continuously throughout the day?

No.  The actual percent of time the smart meter is transmitting, especially in the initial years of operation, is very small, usually less than 1% which is equivalent to an average of less than 60 seconds cumulatively throughout the day.  Smart meter communications are typically less than a second and under normal operations, take place every 4-6 hours.”

According to the following news broadcast of February 20, 2013, on WUSA, Channel 9, in Washington, D.C., the smart meters are emitting RF radiation much more frequently than every “4-6 hours.”

Smart Meter RF Emissions vs. Other Common Devices

Smart Grid Advocates: Biased and Insensitive

On April 26, 2012, the Council of State Governments (CSG*) held a webinar with two policy experts from the Edison Electric Institute (EEI**), reportedly to address cybersecurity threats in the Smart Grid.  The webinar was represented to serve the purposes of being part “educational” and part “advocacy.”

During the course of the webinar, it was explained by EEI representatives that they believed that the Smart Grid policy focus would now shift to the state level to address potential privacy and accuracy concerns raised by customers with smart meters, regulatory issues with rate recovery with the new meters, and expanding “opt-out” initiatives by customers that do not wish to switch from analog meters.

Shown below is one of the slides used as a part of the webinar.  Regarding the “acceptance challenge” of “Radio Frequency,” public health concerns with regard to smartphones and smart meters were characterized as “unfounded.”  In addition, one representative further characterized the public’s health concerns to be “comic” in nature, indicating that people calling in to complain about smart meter health concerns were likely calling on cell phones.

Evidence May Warrant Conclusion that RF Emissions Are a PROBABLE Human Carcinogen

Dr. Devra Davis along with other co-authors have just published a new paper entitled, “Swedish Review Strengthens Grounds for Concluding that Radiation from Cellular and Cordless Phones is a Probable Human Carcinogen.”

The paper, which is in the form of a commentary, reviews recent analyses not available at the time that the IARC completed its deliberations in May 2011, and takes into account methodological shortcomings from a number of authors, along with newly completed studies on those who begin using cell phones regularly before age 20.

Should Consumers Participate in Their Utility’s Smart-Meter Program?

Electric utilities across the country are replacing analog meters that must be read in person with wireless smart meters that transmit data about customers’ energy consumption continually throughout the day.
